My sister mentioned that to me the other day. If you have a link with more information, I'd like to read it. The concept sounds more credible than some of the horse hockey I've seen.

Here's a linkie to Popular Mechanics article on a test of some of these fuel saving devices. ( Not sure if they tested the exact item here.) And as you would imagine, the results are exactly in line with Gomer and Cob's advice.
